Joint Board on the Improvement of the Charles River. Boston: Wright & Potter, 1893. Written primarily by Charles Eliot Jr., it is reputed to be the first regional planning effort in the U.S. The report proposes creation of a regional park system throughout the Boston Basin that stretches from Cape Ann to the Blue Hills.
